NITI Aayog Member Rajiv Gauba launched two platforms: PACT (Powering Affordable and Clean Transport) and the Zero-Emission Trucks (ZET) Marketplace. India's transport sector contributes roughly 13-14% of the country's total CO₂ emissions, with road freight being a particularly hard-to-abate segment. Both platforms sit within India's broader net-zero by 2070 commitment and the National Hydrogen Mission's push for hydrogen fuel-cell vehicles in heavy transport. NITI Aayog, as the nodal body for long-term policy vision, is the natural launcher. The Ministry of Road Transport and Highways (MoRTH) and the Ministry of Heavy Industries (MHI) operationally oversee EV policy through schemes like FAME (Faster Adoption and Manufacturing of Hybrid and Electric Vehicles) and PM E-DRIVE.
