SEBI has made a colour-coded Credit Risk-o-Meter mandatory for listed and proposed-to-be-listed debt securities. It maps credit ratings to six risk levels, from lowest risk for AAA-rated instruments to high-to-very-high default risk for B and below. The meter must appear in offer documents, prospectuses, OBPP websites, and ads. Where multiple ratings exist, the lowest applies. Unsecured instruments must be flagged in bold red. The circular takes effect approximately 45 days after issuance, around November 21–22.

Why it matters
The Credit Risk-o-Meter is a standardised, colour-coded visual tool mandated by SEBI to help retail and institutional investors quickly assess the credit risk embedded in debt securities before investing. Its significance lies in translating opaque credit-rating terminology into a simple six-level scale that is accessible even to non-specialist investors.
The six levels run from 'Lowest Credit Risk' (AAA-rated) to 'High to Very High Risk of Default' (B-rated and below), with a separate scale for short-term ratings (A1+ to A4/D). This mirrors the logic of the Potential Risk Class (PRC) Matrix already used in mutual funds, but now extends mandatory disclosure to the broader bond market including commercial papers, securitised debt instruments, security receipts, and market-linked debentures.
A critical regulatory nuance: when multiple credit-rating agencies rate the same instrument, the meter must reflect the lowest (most conservative) rating — preventing issuers from using the best available rating for display. The 'Issuer Not Cooperating' (INC) designation triggers a separate grey zone on the meter, an important investor-protection signal.
Online Bond Platform Providers (OBPPs) — platforms through which retail investors now access listed bonds — must display the meter prominently, update it within 24 hours of a rating change, use only SEBI-registered rating agency data, prohibit manual overrides, and maintain audit trails. This last cluster of requirements reflects SEBI's broader push to regulate OBPPs as intermediaries with systemic investor-protection obligations, following their formal recognition in 2022.
For AT1 bonds and unsecured perpetual bonds, an additional disclaimer on the risk of total capital loss is mandatory, reflecting the hard lessons from the Yes Bank AT1 bond write-down episode.
