External Affairs Minister S. Jaishankar met Canadian Foreign Minister to discuss elevating India-Canada bilateral relations. Jaishankar stated both countries are preparing to take their relationship to a higher level. The meeting signals a diplomatic thaw after a prolonged freeze triggered by Canada's 2023 allegations linking Indian agents to the killing of Khalistani separatist Hardeep Singh Nijjar, which had led to expulsion of diplomats and suspension of trade talks.

India-Canada relations have a complex history shaped by diaspora ties, trade interests, and persistent friction over Khalistan-linked activism on Canadian soil. The relationship formally deepened through the India-Canada Joint Declaration (2015) and ongoing Comprehensive Economic Partnership Agreement (CEPA) negotiations, which were suspended in 2023 amid the Nijjar crisis.

The bilateral framework covers several pillars: trade and investment (Canada is among India's top 15 trading partners), education (over 400,000 Indian students study in Canada), clean energy cooperation, and people-to-people ties through the large Indian diaspora. The Five Eyes intelligence alliance, of which Canada is a member, adds a strategic layer to how Ottawa positions itself relative to India's concerns about foreign interference.

For UPSC aspirants, the significance lies in India's consistent foreign policy position: it demands third countries not provide space to elements threatening India's sovereignty and territorial integrity — a principle articulated publicly by Jaishankar himself. The resumption of high-level talks after a period of downgraded engagement illustrates how India calibrates diplomatic pressure before re-engagement, a pattern visible in its handling of relations with Turkey, Maldives, and Nepal as well.

The CEPA negotiations, if revived, would be India's first FTA with a G7 nation, making the economic stakes significant alongside the political ones.
